V. The Ministry of Human Resources and Social Security Issued the Notice on the Issues of Participation in Social Insurance of Foreigners
On 17th January, 2012, the Ministry of Human Resources and Social Security issued the Notice on Works in the Participation in Social Insurance of Foreigners Employed in China (the “Notice”), demanding to involve the qualified foreigners into the insurance according to the Social Insurance Law of People’s Republic of China and the Interim Measures for the Participation in Social Insurance of Foreigners Employed in China, besides, the procedure, participation policy and diagrams applicable during the process of the insurance registration of the foreigners are also detailed in the Notice.
VI. The Ministry of Industry and Information Technology Issued the Several Provisions of Regulating the Internet Information Service Market
On 31st December, 2011, the Ministry of Industry and Information Technology issued the No.20 Order, Several Provisions of Regulating the Internet Information Service Market (hereinafter referred to as the Several Provisions). The purpose of the Several Provisions is to regulate the Internet information service and the regulated matters mainly include: a) listing the forbidden conducts those infringe the interests of other Internet information service providers, such as maliciously disturbing other Internet information service providers’ services on the user terminal; b) putting forward requirements for evaluation and test of Internet service or products; c) listing the forbidden conducts those infringe the legal rights and interests of the users such as demanding users use the designated service or products; d)regulating installment, operation and bundling software on the user terminal to demand the Internet information service providers note the users in significant ways and provide independent way to uninstall or close ; e) regulating the advertising pop-up windows; f) emphasizing the protection for users’ individual information, etc..
VII. It is Expected to Raise the Minimum Wage Standard on 1st April, 2012 in Shanghai
According to the statement of Han Zheng, the Mayor of Shanghai Municipality, on the Press Conference held after the Fifth Meeting of the Thirteenth People’s Congress of Shanghai Municipality on 16th January, 2012, several income standards will be adjusted on 1st April, which involve the minimum social security and minimum wage. Currently the minimum wage in Shanghai is RMB 1280 monthly, and the new minimum wage is in the process of estimation and calculation, of which, the adjustment rate will be higher than that of last year.
