V. The Ministry of Commerce Released the Report on Chinese Foreign Trade Development (Autumn 2012)
On October 26, 2012, the Ministry of Commerce released the Report on Chinese Foreign Trade Development (Autumn 2012) (“Report”), which reviews the performance of China’s foreign trade in the first three quarters, forecasts on the full year’s foreign trade situation, and makes projections for development trends in foreign trade in 2013.
According to the report, since 2012, China’s foreign trade development has faced a complex and challenging environment both at home and abroad, imports and exports slipped to single digit growth, and import and export enterprises confronted increased difficulties. But, due to the implementation of a series of measures to promote foreign trade, there is optimism that imports and exports will maintain the upward trend seen in September and that China’s share of total global trade for the year will remain stable or rise slightly.
According to the report, the environment both home and abroad for China’s foreign trade development in 2013 may be slightly better than that of 2012, but there will still be restraints on the recovery of foreign trade. Due to weak overseas demand, the impact of trade friction on Chinese exports has continued to increase, and it may be difficult for China’s foreign trade to have the kind of sustained rapid growth seen in previous years.

VI.The State Intellectual Property Office Issued the Draft of Regulations on Service Inventions for Public Opinions
On November 12, 2012, the State Intellectual Property Office issued the Draft Regulations on Service Inventions for Public Opinions (“Public Opinion Draft”). The Public Opinion Draft consists of seven Chapters with forty six articles total. The General Principles specifies the purpose of legislation, the legislation’s supervisory and administrative authorities and their responsibilities, the applicable scope and territory of the legislation, the definition of an inventor, enterprises’ obligations to establish intellectual property management systems, and other relevant issues. The regulations on ownership of rights over inventions, intellectual property rights of inventions’ reports and applications, awards and compensation for service inventions, promotion of the implementation of intellectual property rights for service inventions, supervision and examination, legal liabilities, and other relevant issues are separately specified in the other chapters.
The Public Opinion Draft is available to the public on the website of the State Intellectual Property Office. The public can submit their written opinions and suggestions to the Treaty and Law Department under the State Intellectual Property Office according to the requirements specified in the notice via email, fax, letter, or other means, and the deadline for feedback is December 3, 2012.

VII. The Ministry of Human Resources and Social Security Issued the Draft Maternity Insurance Measures and Draft Provisional Measures on Linking the Urban and Rural Endowment Insurance System for Public Opinions
On November 20 and 23, 2012, the Ministry of Human Resources and Social Security successively issued the Draft Maternity Insurance Measures and Draft Provisional Measures on Linking the Urban and Rural Endowment Insurance System for public opinion on its website. The public can submit their opinions and suggestions to the Ministry of Human Resources and Social Security via the online system, email, or letter, and the deadline for feedback is November 21, 2012 and November 16, 2012, respectively.

On November 20, 2012, the Ministry of Health issued the Draft Administrative Measures for Occupational Health Examinations for public opinions on its website. The public can submit their opinions and suggestions to the Ministry of Health via the online system, email, or letter, and the deadline for feedback is December 21, 2012.
